The new law brings significant amendments to the\u202fCharter of the French Language,\u202fcommonly known as Bill 101.<br \/>\nAs of June 1, 2023, certain aspects of the new law will affect students who register in AEC programs in C\u00e9geps.<\/p>\n<p>Law 14 puts students in Higher Education, including in AEC programs, into two categories:<\/p>\n<p>\u2022 Certificate of Eligibility Holders;<\/p>\n<p>\u2022 Non-Certificate of Eligibility Holders.<\/p>\n<p>Law 14 introduces a French language requirement to the certification requirements for Non-Certificate of Eligibility holders.<\/p>\n<p>It is important to note that ALL STUDENTS\u202fwho are qualified to study at a college in Qu\u00e9bec\u202fcan be admitted to an English-language college, regardless of their high school of origin or their eligibility to receive instruction in English in an elementary or secondary school in Qu\u00e9bec.<\/p>\n<\/div><\/div><\/div>\n<div class=\"faq-content\"><div class=\"dc_faq\" id=\"what-is-a-certificate-of-eligibility\"><div class=\"dc_faq-title\"><button>What is a Certificate of Eligibility?<\/button><\/div><div class=\"dc_faq-body\">\n<p>The term certificate holders designates those students who hold, or have held at any time in the past, a Certificate of Eligibility for English Instruction in Quebec as per the Charter of the French Language.<br \/>\nInformation on who can be deemed eligible can be found on the <a href=\"http:\/\/www.education.gouv.qc.ca\/en\/parents-and-guardians\/instruction-in-english\/eligibility\/\">government\u2019s website<\/a><\/p>\n<p>If you meet the Qu\u00e9bec government\u2019s eligibility criteria you would already have received documentation when you were attending primary or secondary school. Regardless of if you have the document or not, you can inform the C\u00e9gep.<br \/>\n<\/div><\/div><\/div>\n<div class=\"faq-content\"><div class=\"dc_faq\" id=\"who-is-a-non-certificate-of-eligibility-holder\"><div class=\"dc_faq-title\"><button>Who is a Non-Certificate of Eligibility holder?<\/button><\/div><div class=\"dc_faq-body\">\n<p>The term non-certificate holders designates those students who do not hold, and have never held, a Certificate of Eligibility for English Instruction in Quebec as per the Charter of the French Language.<\/p>\n<p>The term English-language institution refers to institutions of higher learning given this designation as per the Act respecting French, the official and common language of Qu\u00e9bec.<\/p>\n<\/div><\/div><\/div>\n<div class=\"faq-content\"><div class=\"dc_faq\" id=\"do-i-have-to-submit-my-certificate-of-eligibility-when-i-apply-for-an-aec-program\"><div class=\"dc_faq-title\"><button>Do I have to submit my Certificate of Eligibility when I apply for an AEC program?<\/button><\/div><div class=\"dc_faq-body\">\nC\u00e9geps have access to review an applicant\u2019s status and to determine if they hold a certificate of eligibility. Applicants <span style=\"text-decoration: underline;\">are not required<\/span> to submit their Certificate of Eligibility with their application.<\/p>\n<\/div><\/div><\/div>\n<div class=\"faq-content\"><div class=\"dc_faq\" id=\"what-are-the-aec-certification-requirements-for-certificate-of-eligibility-holders\"><div class=\"dc_faq-title\"><button>What are the AEC certification requirements for Certificate of Eligibility Holders?<\/button><\/div><div class=\"dc_faq-body\">\nApplicants who hold the Certificate of Eligibility have no added certification requirement beyond those of the AEC program.<br \/>\nYou <span style=\"text-decoration: underline;\">are not required<\/span> to prove your level of French proficiency.<\/p>\n<\/div><\/div><\/div>\n<div class=\"faq-content\"><div class=\"dc_faq\" id=\"what-are-the-aec-certification-requirements-for-non-certificate-of-eligibility-holders\"><div class=\"dc_faq-title\"><button>What are the AEC certification requirements for Non-Certificate of Eligibility Holders?<\/button><\/div><div class=\"dc_faq-body\">\n<p>Under <a href=\"https:\/\/www.canlii.org\/en\/qc\/laws\/astat\/sq-2022-c-14\/latest\/sq-2022-c-14.html\">Law 14 Section 88.0.18<\/a>, successfully admitted students who are Non-Certificate of Eligibility holders must prove that they have a level of French language proficiency before obtaining their AEC program certification.<\/p>\n<p>The Qu\u00e9bec government has declared that Non-Certificate of Eligibility Holders must prove that they have attained a level of French oral and written comprehension consistent with the \u201c<a href=\"https:\/\/www.quebec.ca\/immigration\/aide-organismes-integration-immigration\/documents-reference-partenaires-francisation\">\u00c9chelle qu\u00e9b\u00e9coise des niveaux de comp\u00e9tence en fran\u00e7ais des personnes immigrantes adultes<\/a>\u201d as follows:<\/p>\n<ul>\n<li><a href=\"https:\/\/cdn-contenu.quebec.ca\/cdn-contenu\/francisation\/MIFI\/referentiel\/NM_echelle_niveaux_competences.pdf\">Level 7 in oral French: expression and comprehension<\/a><\/li>\n<li><a href=\"https:\/\/cdn-contenu.quebec.ca\/cdn-contenu\/francisation\/MIFI\/referentiel\/NM_echelle_niveaux_competences.pdf\">Level 4 in written French: expression and comprehension<\/a><\/li>\n<\/ul>\n<p>Non-certificate of Eligibility students will be required to prove their attainment of the required levels of spoken and written French through the successful completion of a <a href=\"https:\/\/delf-dalf.ambafrance-ca.org\/examination-centres\">DELF<\/a>, <a href=\"https:\/\/www.lefrancaisdesaffaires.fr\/tests-diplomes\/test-evaluation-francais-tef\/tef-quebec-tefaq\/\">TEFAQ<\/a>, <a href=\"https:\/\/www.lefrancaisdesaffaires.fr\/tests-diplomes\/test-evaluation-francais-tef\/\">TEF<\/a> or <a href=\"https:\/\/www.lefrancaisdesaffaires.fr\/en\/tests-diplomas\/test-for-evaluating-french-tef\/tef-canada\/\">TEF Canada test<\/a>.<\/p>\n<p>Information about the Dawson College TEF testing center can be viewed <a href=\"https:\/\/www.dawsoncollege.qc.ca\/international-development\/tef-language-proficiency-testing\/\">here<\/a>.<\/p>\n<p>Further details about the test to be completed will be shared once the government releases further information. Applicants will be kept informed.<\/p>\n<\/div><\/div><\/div>\n<div class=\"faq-content\"><div class=\"dc_faq\" id=\"can-i-be-exempted-from-law-14-french-certification-requirements-as-a-non-certificate-of-eligibility-holder\"><div class=\"dc_faq-title\"><button>Can I be exempted from Law 14 French certification requirements as a Non-Certificate of Eligibility Holder?<\/button><\/div><div class=\"dc_faq-body\">\n<p>Students who are Non-Certificate of Eligibility Holders can be exempted from proving their level of French if they have any of the following situations:<\/p>\n<ol>\n<li>Completed a secondary school diploma (DES) in French in Qu\u00e9bec;<\/li>\n<li>Completed a secondary school diploma (DES) in English and passed the Secondary 5<em> French as a second language<\/em> course;<\/li>\n<li>Completed a Dipl\u00f4me d\u2019\u00e9tudes professionnelles (DEP) program in French in Qu\u00e9bec;<\/li>\n<li>Completed at least three years of secondary or post-secondary education in French in provinces\/territories in Canada other than Qu\u00e9bec;<\/li>\n<li>Completed an Attestation d\u2019\u00e9tudes coll\u00e9giales (AEC) program in French in Qu\u00e9bec;<\/li>\n<li>Completed a Dipl\u00f4me d\u2019\u00e9tudes coll\u00e9giales (DEC) <u>or university-level diploma, <\/u>in French<u>,<\/u> in Qu\u00e9bec;<\/li>\n<li>Completed a program abroad that is equivalent to a DEC in French;<\/li>\n<li>Passed the OQLF examination leading to an attestation of knowledge of French appropriate for the practice of the profession;<\/li>\n<li>Reside or have resided on an Indigenous or First Nations reservation, an establishment where the aboriginal community lives, or on Category I and Category 1-N within the meaning of <em>\u201cLoi sur le r\u00e9gime des terres dans les territoires de la Baie-James et du Nouveau-Qu\u00e9bec (chapitre R-13.1)<\/em><\/li>\n<\/ol>\n<p>For the most up to date list of exemptions, consult the <a href=\"https:\/\/can01.safelinks.protection.outlook.com\/?url=https%3A%2F%2Fwww.publicationsduquebec.gouv.qc.ca%2Ffileadmin%2Fgazette%2Fpdf_encrypte%2Flois_reglements%2F2023F%2F80211.pdf&amp;data=05%7C01%7Csblazic%40dawsoncollege.qc.ca%7Cb44b683a7dda4a31273308db982ed443%7Cb6b66a7afbbb42b8a7c5712342094eef%7C1%7C0%7C638271099114414173%7CUnknown%7CTWFpbGZsb3d8eyJWIjoiMC4wLjAwMDAiLCJQIjoiV2luMzIiLCJBTiI6Ik1haWwiLCJXVCI6Mn0%3D%7C3000%7C%7C%7C&amp;sdata=JrKTvF%2BRh1x6IEyJDUj9RMM4OP68ovNlG5R8FaEBNn0%3D&amp;reserved=0\">Gazette officielle du Qu\u00e9bec<\/a>.<\/p>\n<\/div><\/div><\/div>\n<div class=\"faq-content\"><div class=\"dc_faq\" id=\"how-do-i-determine-the-level-of-my-french-language-skills\"><div class=\"dc_faq-title\"><button>How do I determine the level of my French language skills?<\/button><\/div><div class=\"dc_faq-body\">\n<p>Complete this <a href=\"https:\/\/360.articulate.com\/review\/content\/eafe9c4e-f185-4500-9c2c-b2bb9498690f\/review\" target=\"_blank\" rel=\"noopener\">short placement test<\/a> to get a sense of your level of French.<\/p>\n<p><strong>Note that you must still complete a test that is officially recognized by the government. However, the results of the placement test can help you decide how much additional training or how many additional courses might be needed to reach the required level of French language proficiency.<\/strong><\/p>\n<\/div><\/div><\/div>\n<div class=\"faq-content\"><div class=\"dc_faq\" id=\"how-can-i-improve-french-language-skills\"><div class=\"dc_faq-title\"><button>How can I improve French Language skills?<\/button><\/div><div class=\"dc_faq-body\">\n<p>There are many ways to improve your French language skills so that you can prepare for the government-mandated test.<\/p>\n<ol>\n<li>The Government of Qu\u00e9bec offers <a href=\"https:\/\/www.quebec.ca\/education\/apprendre-le-francais\/\">Francisation (French courses)<\/a> that are free for immigrants and residents living in Qu\u00e9bec. Francisation courses are offered in various locales in the province of Qu\u00e9bec, including C\u00e9geps, school boards, adult education Centers and more.<\/li>\n<\/ol>\n<p>2. Our institution, Dawson College, offers <a href=\"https:\/\/www.dawsoncollege.qc.ca\/ctd\/course-category\/languages\/\">non-credit French courses<\/a> through the Language Centre. The courses are designed according to French language standards and will help students prepare for the government-recognized French test.<\/p>\n<\/div><\/div><\/div>\n<div class=\"faq-content\"><div class=\"dc_faq\" id=\"i-am-a-current-student-do-the-new-rules-apply-to-me\"><div class=\"dc_faq-title\"><button>I am a current student. Do the new rules apply to me?<\/button><\/div><div class=\"dc_faq-body\">\n<p>Law 14 is applicable only for students starting in a new AEC program after June 1, 2023.<\/p>\n<p>If you are an existing student transferring to a new AEC program after June 1, 2023, then Law 14 is applicable.<\/p>\n<p><span class=\"ui-provider fy b c d e f g h i j k l m n o p q r s t u v w x y z ab ac ae af ag ah ai aj ak\" dir=\"ltr\">If you were required to submit a new application to re-join your program of study, Law 14 could be applicable to you. The college will inform you if this is the case.\u00a0<\/span><\/p>\n<\/div><\/div><\/div>\n<p><\/div><\/div><\/p>\n<\/span><\/p>\n<p><span class=\"ui-provider fz b c d e f g h i j k l m n o p q r s t u v w x y z ab ac ae af ag ah ai aj ak\" dir=\"ltr\"><p><div id=\"general-questions\" class=\"new dc_accordion  \"  ><h2 class=\"dc_accordion-title highlighta\" ><a class=\"\" style=\"background-color:#548ec4; color:#FFFFFF; \" href=\"#general-questions\">General Questions<\/a><\/h2><div class=\"dc_accordion-body \" style=\"\" ><\/p>\n<div class=\"faq-content\"><div class=\"dc_faq\" id=\"what-is-an-aec-program\"><div class=\"dc_faq-title\"><button>What is an AEC Program?<\/button><\/div><div class=\"dc_faq-body\">\n<p>It is an attestation of collegial studies (attestation d\u2019\u00e9tudes collegiales).<\/p>\n<\/div><\/div><\/div>\n<div class=\"faq-content\"><div class=\"dc_faq\" id=\"does-an-aec-qualify-me-for-admission-to-a-university-program\"><div class=\"dc_faq-title\"><button>Does an AEC qualify me for admission to a university program?<\/button><\/div><div class=\"dc_faq-body\">\n<p>That would depend on your other qualifications. The best would be for you to see with the university where you would like to study if you meet the necessary requirements. Do note that AEC courses do not count toward a university education and do not replace a DEC (diploma of collegial studies).<\/p>\n<\/div><\/div><\/div>\n<div class=\"faq-content\"><div class=\"dc_faq\" id=\"are-the-classes-held-in-the-morning-afternoon-or-evening-what-is-the-daily-aec-schedule\"><div class=\"dc_faq-title\"><button>Are the classes held in the morning, afternoon or evening? What is the daily AEC schedule? <\/button><\/div><div class=\"dc_faq-body\">\n<p>This depends on each program. Create your Network account or log in with your existing Dawson credentials. Scroll to the bottom to choose <em>AEC Programs<\/em> \u00a0and start your application.<\/p>\n<\/div><\/div><\/div>\n<div class=\"faq-content\"><div class=\"dc_faq\" id=\"how-do-i-submit-upload-my-application-documents\"><div class=\"dc_faq-title\"><button>How do I submit\/upload my application documents?<\/button><\/div><div class=\"dc_faq-body\">\n<p>Once you have completed all sections of your online application, you will be prompted to upload your documents (transcripts, proof of legal status, birth certificate, letter of intent, resume, evaluation of studies).<\/p>\n<p>If you are missing any documents, you can always log back into the Application Centre using the username (email address) and the password you used when you created your network account. Once back in the application centre, you can upload any remaining required documents. Is that ok?<\/button><\/div><div class=\"dc_faq-body\">\n<p>It is preferrable that you submit your high school transcript. If you cannot submit your high school transcript, please upload a letter to the Application Centre that explains why you cannot do that. Please make sure that you submit any other transcripts from your educational history.<\/p>\n<\/div><\/div><\/div>\n<div class=\"faq-content\"><div class=\"dc_faq\" id=\"is-a-diploma-certificate-ok-or-do-i-have-to-submit-a-transcript\"><div class=\"dc_faq-title\"><button>Is a diploma\/certificate ok, or do I have to submit a transcript?<\/button><\/div><div class=\"dc_faq-body\">\n<p>You must submit a transcript with the courses you took and the grades, a certificate or a diploma cannot replace it.<\/p>\n<\/div><\/div><\/div>\n<div class=\"faq-content\"><div class=\"dc_faq\" id=\"do-i-have-to-upload-my-university-college-transcripts\"><div class=\"dc_faq-title\"><button>Do I have to upload my university\/college transcripts?<\/button><\/div><div class=\"dc_faq-body\">\n<p>Yes, please upload any and all transcripts you may have.<\/p>\n<\/div><\/div><\/div>\n<div class=\"faq-content\"><div class=\"dc_faq\" id=\"i-tried-to-apply-for-program-x-but-i-cant-see-it-can-i-still-apply\"><div class=\"dc_faq-title\"><button>I tried to apply for program X, but I can\u2019t see it. Can I still apply?<\/button><\/div><div class=\"dc_faq-body\">\n<p>If you cannot see a given program in the list of programs offered (or if there is no green apply now button on your program\u2019s page), that means the application deadline has passed. Please contact the AEC Office at <a  href=\"mailto:&#97;&#101;c&#64;dawso&#110;&#99;ol&#108;ege.q&#99;&#46;ca\">&#97;e&#99;&#64;&#100;a&#119;&#115;o&#110;c&#111;l&#108;&#101;&#103;e.&#113;&#99;.&#99;&#97;<\/a> for more information on when you will be able to apply again.<\/p>\n<\/div><\/div><\/div>\n<div class=\"faq-content\"><div class=\"dc_faq\" id=\"i-have-submitted-my-application-when-should-i-expect-to-get-an-answer-about-my-acceptance\"><div class=\"dc_faq-title\"><button>I have submitted my application. When should I expect to get an answer about my acceptance?<\/button><\/div><div class=\"dc_faq-body\">\n<p>Applying to an AEC program does not guarantee acceptance. Once the application deadline has passed, the AEC office will contact you to schedule any required admission tests and interviews about 1 month after the application deadline. Once completed, you can expect to hear back about 1 month before the start date of the program.
